In Innoplus, if you find the clipboard is empty when you restart the program, then it is likely that the Save clipboard contents function is not activated. To activate the function:

In the assistant box, located on the right of your screen, under the Clipboard tab, click the Save clipboard contents icon. It will then be highlighted.
